Challenge: Establishing the First Commercial Digital Archiving System in Croatia

In collaboration with FINA, TIS Grupa, as part of a consortium with partner company Neos, successfully developed and implemented the eArhiv system.

This system was designed to seamlessly integrate with FINA’s internal and external systems (e-Services), providing a comprehensive archiving solution for legal entities and individuals.

The project’s primary goal was to establish the first commercial digital archiving system in Croatia, enabling efficient and secure storage, retrieval, and management of digital content.

Project Timeline and Scope

The initial development phase lasted from July 2016 to April 2017, but the collaboration continued, with TIS Grupa actively participating in the system’s maintenance and upgrades. Despite tight deadlines, the project was completed, delivering a robust and reliable solution.

The project scope included:

Database business model design and integration with IBM FileNet Content Manager as the content repository.
Development of a J2EE web interface for archiving, retrieval, metadata management, and administration.
Building user administration modules and additional system functionalities.
Implement over 20 web service integration methods to ensure interoperability with other FINA systems and e-services.

Technological Foundation

The project utilized a broad range of advanced technologies:

Integration Tools: CXF, JAX-WS, SOAP

The EPREL database has two basic parts: public and closed.

The public part of the database is accessible through internet browsers and provides product information, allowing both domestic and business buyers to check energy labels for products like televisions or tumble dryers.
The closed part of the database is used by market surveillance bodies in each EU country to conduct regulatory audits of the transferred data.

Any manufacturer who markets products in the EU is required to comply with “EU REGULATION 2017/1369 OF THE EUROPEAN PARLIAMENT AND THE COUNCIL OF JULY 4, 2017, ON ESTABLISHING A FRAMEWORK FOR ENERGY LABELLING.” Since 2010, all products on shelves must have energy labels, and the EPREL system is a new way of data compliance based on collecting data in a central database that can then be used for multiple purposes. This system consolidates energy labels, technical documentation, and compliance data into one database.

Signature at any time and place

The eSIG platform is based on the Namirial Group’s SIGNificant technologyt hat are certified and meet all legal standards under EU directives and ISO standards (eIDAS and ISO27001:2013). In addition to the digital certificate, electronic signature is enabled by a handwritten signature on the signature device and an HTML5 signature.
In addition to being available 24/7, the benefits of the eSIG platform are reflected in the flexibility of choosing signature devices, from high quality dedicated signing pads to mobile devices running Android or iOS. Due to this feature, it is also possible to sign the document remotely.

Protected and secured signature

In order to protect signatures, prevent abuse and forgery, signature data and document hash are encrypted together. During the signature process, the document being processed is protected from unauthorized manipulation. When authenticating a signature, forensic information in the PDF is accessible only with the biometric certificate’s private key. Forensic signature analysis application is part of the eSIG platform.

Documents can be signed by hand on a signature device or using a personal digital certificate. In order to support multi-party processes and multiple employees signing the same document, it is possible to pre-define the order of signatures. In this case, each signatory receives information via e-mail about the documents waiting to be signed. The application also supports alternate signatories, groups of signatories, and changing the order of signatories during the signing process.

Remote video identification

The video identification module supports the process of remote video identification, with the aim of enrolling (“onboarding”) new clients who may not want to complete the process at the office.

The Video Identification module enables the evolution from physical to virtual office as all the requirements for secure and legally compliant remote identification of new and existing clients are met. The video identification process is compliant with eIDAS, KYC and AML regulations and Croatian Regulations of the provision of the trust services (NN 60/2019, 19/06/2019).

Video identification allows clients to communicate directly with an agent or salesman regardless of the client’s location, via chat, video call or audio call.

The client can be informed about products and services or can carry out various transactions and advise on business via video connection. Doing so enables extended working hours relative to the physical office and reduce the queue waiting problem.Services and processes with video identification can be updated continuously in order to build a virtual office.

The identification process is fully configurable and can be tailored to the needs and requirements of the particular process and the business goal to be achieved by that process.

In the same way, the harmonization of the identification process with the local legislation is also achieved. It is usual, but not mandatory, to complete the video identification process by signing the enrollment document through the signature module described earlier.
